１９９５年の核不拡散条約（NPT）再検討・延長会議では、条約の将来をめぐる決断がなされねばならなかった。当時アラブ諸国グループやイランからの支持を得る必要があると考えた、ロシア連邦・英国・米国の３つのNPT寄託国は、中東非WMD地帯化に関する決議を共同提出した。同決議はNPTの無期限延長を認めるパッケージの不可欠の一部分となった。

ニューヨークの国連本部で開かれていた核不拡散条約（NPT）２０２０年再検討会議第３回準備委員会は、核軍縮のペースと程度をめぐって、合意に達せずに終了した。

４月２８日から５月１０日まで開催されていた準備委員会には１５０カ国が議論に加わり、一般討論（各国の代表による意見表明）では１０６件の発言がなされた。これに続いて、３つのクラスターでは時として繰り返しになるような多数の発言がなされた。３つのクラスターとは、（１）核軍縮と安全の保証、（２）核の検証（IAEA保障措置）、非核兵器地帯、中東・北朝鮮・南アジアなどの地域問題、（３）原子力の平和的利用、NPT再検討プロセス、条約の脱退問題、である。

Despite its name, the NPT sought not only to prevent nuclear weapons proliferation, but also, in Article VI, called for good faith negotiations for an end to the nuclear arms race at an early date, for nuclear disarmament, and for general and complete disarmament.
