5つの核兵器国やその同盟国と、ほとんどの非核兵器国との間の核軍縮をめぐる対立と分断に加えて、中東の非核兵器及び非大量破壊兵器(WMD)地帯の創設が論争の的となっている。

1995年の核不拡散条約(NPT)再検討・延長会議では、条約の将来をめぐる決断がなされねばならなかった。当時アラブ諸国グループやイランからの支持を得る必要があると考えた、ロシア連邦・英国・米国の3つのNPT寄託国は、中東非WMD地帯化に関する決議を共同提出した。同決議はNPTの無期限延長を認めるパッケージの不可欠の一部分となった。

ニューヨークの国連本部で開かれていた核不拡散条約(NPT)2020年再検討会議第3回準備委員会は、核軍縮のペースと程度をめぐって、合意に達せずに終了した。

4月28日から5月10日まで開催されていた準備委員会には150カ国が議論に加わり、一般討論(各国の代表による意見表明)では106件の発言がなされた。これに続いて、3つのクラスターでは時として繰り返しになるような多数の発言がなされた。3つのクラスターとは、(1)核軍縮と安全の保証、(2)核の検証(IAEA保障措置)、非核兵器地帯、中東・北朝鮮・南アジアなどの地域問題、(3)原子力の平和的利用、NPT再検討プロセス、条約の脱退問題、である。
