イラン核合意として知られる「共同包括的行動計画」（JCPOA、２０１５年）や、米ロ間の中距離核戦力（INF）全廃条約（１９８８年）などの重要な協定が損なわれ、国際的な緊張が強まる中、この報告書は出された。

MAD is Mutually Assured Destruction, a concept which underlay the nuclear deterrence of the Cold War. Presidents Mikhail Gorbachev and Ronald Reagan began the hard work of dismantling MAD with the INF, a treaty affecting the land-based missiles of Europe.
