Treaty Banning the Bomb Takes UN Closer to its Prime Goal

NEW YORK (IDN) – On July 7 2017, 122 member states of the United Nations voted to adopt a Treaty for the Prohibition of Nuclear Weapons. It is the first legally binding international agreement to comprehensively prohibit nuclear weapons that may eventually lead towards their total elimination.

All nine nuclear weapons states and the U.S. allies under its nuclear “umbrella” in NATO, Japan, South Korea, and Australia boycotted the negotiations. Netherlands attended the Conference but voted against the treaty, as it is a member of NATO.

NEW YORK (IDN-INPS) – On July 7 2017 122 countries at the UN voted to approve the text of a proposed international treaty entitled ‘Draft Treaty on the Prohibition of Nuclear Weapons.’ The treaty is formally open for signature in September, but it only becomes a binding legal instrument according to its own provisions 90 days after the 50th country deposits with the UN Secretary General its certification that the treaty has been ratified in accordance with their various constitutional processes.

Photo by courtesy of the writer.드디어 핵무기가 금지되어 위법화 되었다. 거의가 믿을수 없는 일이다. 핵무기는 그것이 원래 있었던 장소에 즉,역사속의 폐기물로 보내지게 된것이다. 2017년7월7일부터 새로운 현실이 출현을 하였다. 핵무기를 제조,보유,취득하고 사용하는 행위를 위법화하는 조약이 생기게 된것이다. 그러나,핵무기 금지를 향한 그다음 스텝은 무엇일까?

우선 조약 그자체가 그답변을 전해준다. 9월20일 핵무기금지조약은 뉴욕의 유엔본부에서 서명이 개방되어 모든나라는 나라별로 비준 수속으로 들어간다.그리고  50번째의 나라가 비준을 한지 3개월후에 조약을 발효하여 비준을한 모든 나라에 대하여 법적 구속력을 갖게된다.

国連では、昨年12月23日に採択された国連総会決議71/258に盛り込まれたマンデートに従って3月15日~31日と、6月17日~7月7日の二会期にわたって、「核兵器を禁止し、その完全廃絶に導くための法的拘束力ある文書を交渉する会議」(交渉会議)が開かれた。参加者らは、核兵器の完全廃絶を実現する方法に関して各国政府や学術機関、市民団体が数年にわたり取り組んできた研究成果や諸提案の内容を生かした。

ブトロス・ブトロス=ガリ国連事務総長が、環境と開発との強固なつながりを強調した1992年6月の地球サミットの成功に貢献すべく、CSOやその他の非政府組織(NGO)に門戸を開いてから25年、CSOはその「ソフトパワー」をうまく活かして、「核兵器なき世界」に導く動きを支援してきた。

Faith Groups Urge Universal Adoption of UN Nuclear Ban Treaty

The Ban Treaty and the Nuclear-Armed States: From Irrelevance to a Game-Changer

NEW YORK (IDN) – When the gavel came down at the United Nations on July 7 to confirm the adoption of the Treaty on the Prohibition of Nuclear Weapons, a cheer arose amongst the negotiating countries and civil society observers. 122 countries had voted in favour of the treaty, demonstrating a clear and unequivocal acceptance of the majority of UN members never to use, threaten to use, produce, possess, acquire, transfer, test or deploy nuclear weapons.

Will this be the game-changer that will finally lead to achievement of that elusive goal of global nuclear disarmament – a goal agreed by the UN unanimously in its very first resolution on January 24, 1946?
