１０年前の２００９年１２月２日、第６４回国連総会が８月２９日を「核実験に反対する国際デー」と定める決議６４／３５を全会一致で採択した。決議は、カザフスタンを中心とする多くの共同提出国によって出されたもので、１９９１年８月２９日にセミパラチンスク核実験場が閉鎖されたことを記念するものだ。

第７４回国連総会は９月９日、世界各地で８月２９日に行われた各種イベントのフォローアップとして、ハイレベル会合を招集した。８月２９日は旧ソ連・セミパラチンスク核実験場が１９９１年に閉鎖された日でもあり、１９４９年にソ連の核実験が初めて実施された日でもあるという、象徴的な一日である。

核兵器を保有するインド、パキスタン、イスラエルの３カ国は、核不拡散条約（NPT）の「核兵器国」として認知されていない。この核兵器国という「特権」は米国・英国・ロシア・フランス・中国だけに与えられているものであるが、この５カ国は同時に「原子力供給国グループ」（NSG）の加盟国でもある。

しかし、『エコノミック・タイムズ誌』（ニューデリー）は、「待ち望まれたインドのNSG加盟をアントニオ・グテーレスが支持」と題する記事で、「インドは民生用核事業に対して国連という大きな支援を得た。アントニオ・グテーレス事務総長が、ナレンドラ・モディ首相との会談でインドのNSG加盟支持を表明したのである。」と報じた。
