Precarious Multilateralism Seizes CTBTO Nuclear-Test-Ban Organization

NEW YORK (IDN) – On October 2, 2020, 77 Heads of State and Government Ministers addressed a United Nations High-Level meeting on the elimination of nuclear weapons, along with the UN Secretary-General, the President of the UN General Assembly and two representatives of civil society.

One of the proposals highlighted by some of the governments and supported by the two civil society representatives was an appeal to UN member states to commit to the elimination of nuclear weapons by 2045, the 100th anniversary of the establishment of the United Nations. モンゴルの元国連大使で現在はNGO「ブルーバナー(青旗)」の議長を務めるジャルガルサイハン・エンクサイハン博士は、「北東アジアに非核兵器地帯を創設し、北朝鮮に対して、統合的で信頼できる『ミニ・マーシャルプラン』を提供することは、朝鮮半島のみならず東北アジア地域全体の安全保障の向上や発展にとってウィン・ウィンの関係をもたらす。」と確信している。

米国と北朝鮮の両国が、「核兵器に依存しない抑止をはじめとして、朝鮮半島における安全保障上の脅威を解決するための大胆な考え方をする必要があります。」とエンクサイハン氏は国際フォーラムで語った。

国連のアントニオ・グテーレス事務総長は9月26日の「核兵器の全面的廃絶のための国際デー」を記念して、「私たちは、信頼を基盤としつつ、核兵器のない世界という共通目標の達成に向けた指針となりうる国際法に基づいた、より強く、より包摂的な多国間主義を必要としています。」と語った。

この言葉は、国連に地球上から核兵器を廃絶するという目標を課した1946年の国連総会決議の精神を繰り返したものだった。グテーレス事務総長は、「総会決議から75年が経過した今も、私たちの世界は核による惨禍の影におびえ続けています。」と語った。

울란바토르 (IDN) – 전 유엔 주재 몽골 대사이자 몽골의 블루 배너 NGO 의장인 자르갈사이카니 엔크사이칸(Jargalsaikhany Enkhsaikhan)박사는 “동북아 핵무기 자유 지대 (NEA-NWFZ)를 구축하고 북한에 신뢰할 수 있는 공동 미니 마샬 계획을 제공하는 것이 전체 지역 안보 및 개발뿐만 아니라 한반도에도 윈윈 솔루션이 될 수 있다”고 말했다.

그는 미국과 북한 모두 “핵무기를 배제한 억지력을 포함하여 한반도 안보 위협을 해결하기 위한 대담한 개념적 접근”을 채택해야 한다고 국제 포럼에서 말했다.

ULAANBAATAR (IDN) – Der ehemalige mongolische Botschafter bei den Vereinten Nationen und Vorsitzende der NGO Blue Banner der Mongolei, Dr. Jargalsaikhany Enkhsaikhan, glaubt, dass “die Einrichtung einer nordostasiatischen atomwaffenfreien Zone (NEA-NWFZ) und die Bereitstellung eines gemeinsamen, glaubwürdigen Mini-Marshallplans für Nordkorea eine Win-Win-Lösung für die koreanische Halbinsel sowie für die regionale Sicherheit und Entwicklung insgesamt sein könnte”.
