NEW YORK (IDN) — As the race for modernisation of cyber and nuclear technologies gains momentum, UN Secretary-General António Guterres has called the Comprehensive Nuclear-Test-Ban Treaty (CTBT) “the centrepiece of global efforts to eliminate nuclear tests once and for all”.
