核兵器禁止会議に備えるアスタナとジュネーブ

カザフスタンは８月２８・２９両日、核兵器の禁止・廃絶に向けた政治的意志を形成し強化するための国際会議を主催する。世界には約１万５０００発の核兵器があり、人類の生存そのものを脅かしている。

アスタナでの会議は、カザフスタン共和国上院が、同国外務省、核不拡散・軍縮議員連盟（PNND）と共催で行うものである。

世界各地の議員や首長に加え、宗教指導者、政府高官、軍縮問題専門家、政策アナリスト、市民活動家、国連・欧州安全保障協力機構（OSCE）・国際赤十字委員会（ICRC）などの国際・地域機関の代表らが参加する予定だ。

バラク・オバマ大統領が、共和党の議会の重鎮や上院外交委員会及び軍事委員会の委員長からの反対を受けながらも、自身がこだわっている核政策の少なくとも一部を任期終了前の数か月間に大統領令を通じて実行しようとしていると報じられている計画に対して、幅広い支持が集まっている。

オバマ大統領が検討しているいずれのオプションも、議会の正式承認を必要としない。「事実、これらすべてのオプションに関する決定権は米軍最高司令官としての彼の行政権限の範囲内にあります。」と、米国に拠点を置く「核時代平和財団」のデイビッド・クリーガー会長は語った。

BERLIN (IDN) – UN-sekretær General Ban Ki-moons mantra “Aldri igjen Hiroshima – aldri igjen Nagasaki” som ble ropt i sang for å markere den sørgelige minnedagen for de to japanske byene som ble angrepet av atomvåpen – har enda ikke inspirert til en verden fri for atomvåpen. Hans forslag i form av ‘fem punkter for avvæpning av atomvåpen’ som ble lagt frem på FN-dagen 24. oktober 2008, har praktisk talt blitt lagt i glemmeboken.

Dette kan ikke skyldes på generalsekretæren selv. I løpet av verdens 71. minnemarkering for tragediene Hiroshima og Nagasaki på 6. og 9. august, gjenstod det ett spørsmål i tankene til de som kjemper for en atomvåpenfri verden: Finnes det et grunnlag for håp eller fortvilelse?

Nuclear-Test-Ban Treaty Needs Stronger Political Push – Japanese

包括的核実験禁止条約機構（CTBTO）事務局長のラッシーナ・ゼルボ博士は、「私に任せてもらえば、すべての核実験を禁止する条約は『昨日にも』発効していたでしょう。」と語った。

こうした見方は、軽快な調子で自ら「きわめて楽観的」と語るゼルボ博士のものの見方を反映しているのみならず、CTBTという略語でよく知られる包括的核実験禁止条約が「未完の仕事」であり続けることがないよう「批准を巡る議論が新たな段階に移った」ことを示す一連の兆候に基づいたものでもある。

Geneva Conference Moves Ahead to Ban the Bomb

GENEVA (IDN-INPS) – The final session of the UN nuclear disarmament working group (OEWG) opened in Geneva on August 5, as nuclear abolition campaigners around the world were gearing up for Hiroshima and Nagasaki Day actions.

Governments will meet from August 16 to19 to discuss the OEWG draft report, with the aim to adopt the final report on August 19 for submission to the UN General Assembly. They will follow up on the substantive work it undertook in February and May 2016.
