BERLIN | TOKYO (IDN) – The second session of the Preparatory Committee for the 2020 NPT Review Conference in April and the UN High-Level Conference on Nuclear Disarmament in May will draw the focus of the international community in the coming weeks as it moves toward paving the way for a nuclear-weapons free world.

Since the Treaty on the Prohibition of Nuclear Weapons (TPNW) was adopted in July 2017, “these will be the first venues for debate and deliberation that will include both the nuclear-weapon and nuclear-dependent states,” says eminent Buddhist philosopher Daisaku Ikeda, founder and President of Soka Gakkai International (SGI) with 12 million members in 192 countries and regions. MÉXICO (IDN) – el 2 de febrero, el Gobierno de los Estados Unidos publicó la Revisión de la Postura Nuclear de 2018 (NPR), que incluye la estrategia de incrementar el papel de las armas nucleares en la seguridad nacional. La NPR considera la necesidad de doblar el presupuesto militar desde un 3 % a un 6,4 % con el fin de modernizar el arsenal de los Estados Unidos. Esto supondría una inversión de 1 billón de dólares americanos a lo largo de los próximos 30 años. También afirma que ampliar “ahora las opciones nucleares flexibles de los Estados Unidos para incluir opciones de bajo rendimiento, es importante para preservar un poder disuasorio creíble frente a la agresión regional”, una estrategia que aumentará “el umbral nuclear”.

MÉXICO (IDN) – Em 2 de fevereiro, o Governo dos EUA publicou a Revisão de Postura Nuclear 2018 (NPR), que inclui a estratégia de aumentar o papel de armas nucleares na segurança nacional. A NPR considera a necessidade de dobrar o orçamento militar de 3% para 6,4% para modernizar o arsenal americano. Isso significaria um investimento de 1 trilhão de dólares americanos nos próximos 30 anos. Também afirma que expandir “as opções nucleares flexíveis dos EUA agora, para incluir opções de baixo rendimento, é importante para a preservação de deterrência crível contra regressão regional”, uma estratégia que criará um “limiar nuclear”.

MEXICO (IDN) – Den andre februar offentliggjorde USAs regjering sin nye strategi for atomvåpen, 2018 Nuclear Posture Review (NPR), som blant annet går ut på å utvikle flere kjernevåpen for å styrke nasjonal sikkerhet. NPR vurderer behovet for å fordoble militærbudsjettet fra 3 % til 6,4 % for å modernisere det amerikanske arsenalet. Dette ville innebære en investering på 1 billion amerikanske dollar i løpet av de neste 30 årene. Det anbefales også å utvikle “fleksible amerikanske atomvåpenalternativer nå, og å inkludere utvikling av flere taktiske atomvåpen med mindre sprengkraft, noe som er viktig for å opprettholde troverdig avskrekking av regional aggresjon”, en strategi som vil senke terskelen for når det kan vurderes å bruke atomvåpen.

MESSICO (IDN) – Il 2 febbraio il governo degli Stati Uniti ha pubblicato il 2018 Nuclear Posture Review (NPR), che include la strategia per aumentare il ruolo delle armi nucleari nella sicurezza nazionale. L’NPR prende in considerazione la necessità di raddoppiare il budget militare dal 3% al 6,4% per modernizzare l’arsenale degli Stati Uniti. Ciò significherebbe un investimento di 1 trilione di dollari nei prossimi 30 anni. Afferma inoltre che espandere “le opzioni nucleari statunitensi in modo flessibile, per includere opzioni a basso rendimento, è ora importante per preservare una deterrenza credibile contro l’aggressione regionale”, una strategia che innalzerà “il limite nucleare”.
