Challenge for the NAM: Move the NPT Review Conference to 2021 in Vienna

VIENNA (IDN) – It is sometimes said that it is easy to try to herd cats than to get the States parties to the nuclear Non-Proliferation Treaty (NPT) to agree on anything practical! This certainly seems to be the case now, as after dithering for several weeks the earth shaking announcement coming out of New York on March 27 is that “In light of the situation related to the COVID-19 pandemic, States Parties have decided to postpone the 2020 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons to a later date, as soon as the circumstances permit, but no later than April 2021. Information on the new dates of the Review Conference will be posted in due course”. [2020-03-30]

国際社会が世界的な新型コロナウィルスの感染拡大との闘いで手いっぱいになる中、北朝鮮による今年初のミサイル発射への対応が制約を受けている。国連安全保障理事会は３月５日に非公開会合を持ったが、決議案に合意できなかった。

しかし、英国・ドイツ・フランス・エストニア・ベルギーが「共同声明」を出し、「北朝鮮が３月１日に実施した弾道ミサイル実験を深く憂慮する」と述べた。

뉴욕 (IDN) – 국제 사회가 전 세계적인 COVID-19 유행병과 싸우는 동안, 이로 인해 올해 북한의 첫 미사일 발사에 대한 대응에 제약을 받았다. 유엔 안전 보장 이사회는 결의안 동의를 이끌어내지 못한 채 3월 5일 회의를 마감했다.

그러나 영국과 독일, 프랑스, 에스토니아, 벨기에는 3월 1일 “공동 성명”을 통해 “조선 민주주의 인민 공화국 (북한)의 탄도 미사일 실험에 깊이 우려하고” 있다고 밝혔다.

教育に関する国連会議が「戦争はもういらない」と訴える

国連は「戦争の惨害から将来の世代を救う」決意とともに創設された。国連が今年７５周年を迎える中、「国連についての教育に関する委員会」（CTAUN）が、韓国国連代表部との共催で「戦争はもういらない」という会議を２月末に開催した。

会場となった国連信託統治理事会会議場には、収容能力いっぱいの６７３人が集まった。そのほとんどが高校生から大学院生に到る若い学生たちや、現役・退職教員、その他、この問題に関心を持つ人々であった。

国連の核監視機関である国際原子力機関（IAEA）が３月３日に発表したイランに関する四半期報告によれば、前回の報告よりも相当程度に濃縮ウランの量が増している。２０１９年１１月の備蓄量３７２．３kgから、この２月には１０２０．９kgまで増えたと『ジェーンズ・ディフェンス・ウィークリー』誌が報じている。

６４８．６kgの増加は、２０１５年７月１４日にイランと「P５＋１」（中・仏・独・ロ・英・米）が署名した包括的共同行動計画（JCPOA）が設定した備蓄量制限である３００kgに大きく違反するものである。この核合意は、２０１５年７月２０日に採択された国連安保理決議２２３１によって追認されている。
